For Fractional format, the odds express the amount of potential profit that will be returned on a wager.  For example, with a wager of $100 and odds of 35/1 on Utah to win outright (said 35 to 1), one could see a profit of $3,500 (35 divided by 1, multiplied by $100) plus the stake amount for a total potential return of $3,600.
